Museum records includes the following biographical information: Vandever was the first Ventura County Congressman. He represented California's 6th Congressional District from 1887-1891 as a Republican. Vandever served with the Union Army during the United States Civil War before coming to Ventura.

Museum records also include note: "The Republican Assembly wanted to donate to VCHS (Bob Lagomarsino, Paul Leavens, Jr.) Framed by Leeds-Wallace Main St. Ventura"
